Representative Markwayne Mullin (R-OK) sponsored H.R. 2883, the Promoting Cross-Border Energy Infrastructure Act, a bill that would effectively exempt cross-border pipelines from environmental review under the National Environmental Policy Act. This legislation narrows environmental review to the cross-border segment of proposed pipelines, and it eliminates the need to justify these pipelines as being in the national interest. The bill undermines the federal government’s ability to fully assess the environmental impacts of proposed pipelines. On July 19, the House approved H.R. 2883 by a vote of 254-175 (House roll call vote 398). NO IS THE PRO-ENVIRONMENT VOTE. The Senate took no action on this legislation.
